He's heading into free agency as an unrestricted free agent. Saints QB Drew Brees says he knows he can still play, and if he really wanted to, he could probably play another 3 or 4 years. He added that he doesn't want to walk away from the game because he has 32 teams telling him he can't play anymore. He wants to do it on his own terms.
So is he coming back in 2020? No "official" decision yet.
